"em" size is relative to whatever is set for the font-size of the body (or the container) and percentages are the same as defined as "em" (10% = .1em). It also appears that anything below .5em or 50% will be too small to see, though. Conceivably, to me, this means that you could "hide" a lot of text that appears as lines by using 30% (.3em) or lower), not that I'm advocating that, or would use it.
